Pursuant to the North Carolina Public Records Law, I hereby request the following records:

All Documents including but not limited to Investigation notes, witness statements, evidence collected, names of officers, parties and suspects involved for case #20196544 involving the kidnapping and ransom, extortion involving Sou Yang, on 12/21/2019-12/22/2019 in city of Four Oaks, NC and Dunn, NC. Also a copy of any and all laws (local, state and federal), policies, directives, or other guiding material regarding the investigation, charges, decisions and actions taking by investigating officers and relevant District Attorneys Office for jurisdictions involved.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Generally, the criminal investigative files of the North Carolina State Bureau of Investigation are excluded from public records by North Carolina General Statute 132-1.4. Therefore, I would be unable to provide you with copies of any SBI criminal investigative file without a court order. I would like for your dept to follow up with all the other dept and request information. Also why charges were not pressed at the time giving officers and detectives were available and heard the calls for themselves. The threat was made he would hurt me and someone I loved if I did not pay the ransom demands. Dept Sheriff heard the call more than once and even wrote down account number. Yet no charges got filed, I want to file charges against this person. I am formally requesting charges be filed against ALL persons involved in threats against me, my family and my loved ones.

Sheriff has records and listened to the calls. They heard him for themselves, I want to press charges, he threatened me, my family and my mother that if we did not pay he would:
1: Sell her into sex slavery
2: Rape and murder her
3: Murder her

Why was no charges pressed? The deputy sheriff heard him, he called more than once and deputy heard it.

I have confirmed that the SBI has not received a request to investigate this matter. The SBI may be requested by a judicial official, District Attorney, Chief of Police or Sheriff to assist in a criminal investigation. You can reach out to one of those officials to express your concerns and request that they ask for the assistance of the SBI.
If you want to file a complaint against the deputy/investigator from the Johnston County Sheriff's office, my understanding is that Captain Jeff Caldwell of the Johnston County Sheriff's office is the person to contact. The main number to the sheriff's office is 919-989-5010.

Johnston county won't do anything, no crime was commited they said but I have a meeting with a wake county judge, I will update on the outcome. I will make sure to request that he ask for SBI to look into this and how this case was handled. Thank you Joy

I submitted this to JOCO Sheriff's Caldwell and I will ask it of the judge wed the attached questions so you see what I present to the judge. I am requesting SBI be requested, hopefully I will get answers and justice. Also how do I get the AG involved? I will be asking the judge to oversee it...I mean I can get charged for a threat on a video game with a friend of 20 years because we were drunk....this guy gets away with multiple calls; police heard, that I wake up in night sweats from and nothing happened to him and police didn't even get his name...left my wife with an unknown man; my friend told me was obviously raped repeatedly that night, with a man she didn't know name of that threatened her and police left her in known motel for prostitution while she was intoxicated? Did they even investigate? Did they get his name? Because if not I want to know.

Regarding the attorney general's office, the only mechanism that I am aware of for them to get involved would be through the Sheriff's Education and Training Standards Division. That division staffs the Sheriff's Commission that oversees the certification of employees in a sheriff's office.

So If I get a judge to ask for you to investigate and such, I got 3 judges now willing to sign off but waiting for wake county. Even judge on case I am going to use in court, but Joco Judge said sheriffs offices was not doing job. Do I need a federal judge, I am wanting answers and cops are lying and no charges were pressed when when they heard the threats and extortions....charge both of them because she unlocked the phone....I have nightmare's from this night, no answers even when she came home...I can't sleep at night, she was part of something she knew was my worst fear, I want them both charge, why didn't police get his name? I got arrested because she claimed I threatened her between dates....which i was in Johnston county....but police heard threats and exhortation, wrote down account number and no one is charged? seriously? Officers heard calls...he was writing it down, and then nothing....I will get judge to request you on 28th, you can be in court room....but i just want truth, but how can I can charged 20CR21520...date range and she wasn't even in wake county and neither was in wake county I but I got court case...I am really going to slap someone living in Arkansas....but I will fight for cases to get subpoena and judge to request SBI. I want to attach this, only reason was because FOIA. I will call DA monday and ask them to request you if you want, I am pressing charges and that should have been done that night, Dunn and JOCO sheriff failed

There sheriff heard the calls, multiple times and even wrote down account number the guy gave me with all threeats...but I wont both charged now, she was part of it and she unlock her phone to call me and my mom...

do you need copies of G100 or court request because I am getting you in, JoCo sheriff I think let it go because of Four oaks Capt trying to have a relationship and I got other incidents of him keeping her in his office when he found her half naked drunk on side of road....I have proof of that also...out of his jurisdiction and he showed up and police left and I didn't get told she was safe until I raised hell. I will bring in fBI if I have to get to bottom of this...but cops hearing threats and no charges? come on?

I promise I am not making any of this up, she was drunk...both of us were drinking but JOCO sheriff was on it, how do you leave a an intoxcited woman who you tracked 2 counties and hotel known for prostititutuion and drugs, know she is drunk and tells you she doesnt know guy and police leave her there? so left her to be raped....thats what the police did and I will sue but I want SBI to look into....but promise I will be sueing state
