Pursuant to the North Dakota Open Records Law, I hereby request the following records:
[The timeframe for this request is January 1, 2019 until the present]
1) All contracts, statements/scopes of work, memorandums of understanding, or privacy agreements between the department and Idemia regarding mobile drivers licenses, digital identity products, or automated driver tests.
2) All successful bidding documents submitted by Idemia a in response to RFPs for mobile drivers license, digital identity products, or automated driver tests.
3) All advertising brochures, presentations, marketing communications, or other promotional material sent to the department by Idemia regarding mobile drivers license, digital identity products, or automated driver tests.
I ask that all fees be waived as I intend to use the requested records to further public understanding of government functions and not for any commercial purpose. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.
Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your open records request on Idemia regarding mobile drivers licenses, digital identity products, or automated driver tests has been referred to me for processing.
For all North Dakota Department of Transportation (NDDOT) open records requests, the first hour is free, after that NDDOT charges $25 per hour. Your open records request is estimated to take 2 hours at a total cost of $25. It is the NDDOT's policy not to release records until the requestor makes payment in full. A check may be sent to my attention or you can call Jessica Borth (701)328-2635 or Terry Hafey (701)328-4385 to pay by credit card (Please reference open records request #1000). Once NDDOT receives payment, I will complete your request and send you an invite to download from a secure FTP site.

The request has not been processed yet as we do not show a payment was received. I have checked with our Finance Division as well and they are not showing to have cashed any checked from your company. If you are stating that the check was mailed to us and cashed, please provide a copy of the front and back of the check so that we can do further checking.
