To Whom It May Concern:
Pursuant to North Dakota Constitution, Article XI, Section 6, and the North Dakota Open Records Statute, N.D.C.C. § 44-04-18(1), I hereby request the following records:
A log of public records requests submitted to the Department of Health's Environmental Health Section that lists the date of request, the requester's name, the requester's organizational affiliation, a description of the request and the date the request was filled. Ideally I would like this information for the period from 2004 to the present.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is made in the process of academic research and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

In response to your request, the North Dakota Department of Health does not have an electronic version of the public records requests requested. The Department does have a paper log that would have to be copied and then scanned, which may take some time. There may be a $25 cost per hour after the first hour and a cost per copy. The paper log covers 2012 through the current date.
If you are still interested in obtaining these copies, please let me know.

Thanks for your reply.
Do you have a cost estimate for:
a) how much it would cost to scan all the paper logs for 2012 to the present?
b) how much it would cost to scan the paper logs for 2014 only?
I do have some research funds available to cover these sorts of costs so I would like to get at least some of the logs.

I have copied and scanned the records request log for 2014, which is attached.
The time would fall under the first hour, which is free. There were 67 copies.
If you would want copies for 2012 and 2013 I would just add the 67 copies to that count.
If you just want the copies for 2014, I would not send an invoice.
Let me know, if you would like copies for 2012 and 2013.
