Pursuant to the California Public Records Act, I hereby request the following records:
Alll public records relating to the demonstration, sale, purchase, lease, subscription, use, and/or implementation of confidential, encrypted, self-destructing and/or ephemeral telephone and/or computer messaging software including, but not limited to, Tiger Text (alternatively called TigerText), Confide, Signal, Cyber Dust, Wickr Me, Burn Note, Telegram Messenger, Sicher, and/or Whisper by the Oceanside Police Department. Such public records should include, but not be limited to marketing materials, purchase orders, contracts, invoices, receipts, bills of sale, correspondence, and/or communications prepared internally and/or externally. In those instances in which these public records are subject to Government Code section 6254(f), or any other applicable exemption to the California Public Records Act, I ask the agency to nevertheless strongly consider the complete release of such records. Where the complete release of such records is unacceptable to the agency, those portions of these records which are not subject to one or more exemptions must be reasonably segregated and released for review pursuant to Government Code section 6253(a).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
