Pursuant to the Ohio Open Records Law, I hereby request the following records:

1) Records documenting the accuracy of JFS's unemployment fraud scoring algorithm (the "Google fraud algorithm") since January 1, 2021. This should include documents and/or data that record the algorithm's AUC, its false positive rate, its margin of error, indications of how strongly its fraud scores correlate to proven fraud, and/or other statistical measurements of accuracy.

Records previously released to me by JFS show that the department measures and has recorded the accuracy of the Google fraud algorithm. For example:

- The Technical Design Document for the Google fraud algorithm states that "high scores are strongly correlated with fraud." (Page 7)
- A June 5, 2021 presentation to the ODJFS Unemployment Insurance Public-Private Partnership states that claims assigned fraud scores between 300 and 550 have a "50/50 likelihood of fraud." (slide 26)

While it is possible that records responsive to this request will contain material that JFS believes is exempt from disclosure, please note that the department is still required to provide the non-exempt portions of the records. "If a public record contains information that is exempt from the duty to permit public inspection or to copy the public record, the public office or the person responsible for the public record shall make available all of the information within the public record that is not exempt" ORC Section 149.43(B)(1). And as noted above, the department has already released portions of public records containing details of the algorithm's accuracy.

I ask that all fees be waived as I am a journalist and intend to used the requested records to publish articles in the public interest and not for any commercial purpose.

If you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation of the employee hours required to fulfill the request.

If you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
