To Whom It May Concern:
Pursuant to the Ohio Open Records Law, I hereby request the following records:
A list of all personalized license plate number applications that were rejected for the year 2013.
If available I am also looking for:
-The reason for the rejection of the personalized plate.
-The vehicle make and model.
-The City and County where the applicants vehicle would be registered.
I am NOT looking for any personal identifiable information such as first and last name, street number, street name.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law..

Good Morning,
Attached is the denied plate list. They only started maintaining this list about half way through 2013. It includes all plates which have been denied up to and including this year.
Unfortunately, we do not maintain make/model.
Additionally, you were asking for the City and County where the applicants vehicle would be registered. The 'Agency' column is where the request was done. The first 2 numbers of the agency are the county number for the agency's location. I have attached the county codes list which will provide a breakdown for each county. (For example the first plate was requested at agency 1826. This would be county 18-Cyuahoga)
