Pursuant to the Oklahoma Open Records Act, I hereby request the following records:

All documents and files, including letters, memos, emails and all communications pertaining to former American Indian Movement leader Carter Camp (born August 18, 1941 - died December 27, 2013). An obituary of whom was published in the New York Times on January 8, 2014. A copy of his obituary is attached to this request as a PDF, and it may also be found at https://www.nytimes.com/2014/01/09/us/carter-camp-american-indian-leader-dies-at-72.html

I would also like to request a search of all available cross-index files for mentions of Carter Camp in other documents, to be included with this request.

Please be advised that the OSBI and Aungela Spurlock, Director of the OSBI, has received the attached Open Records Request. The records you request are confidential and not open to the public pursuant to 74 O.S. § 150.5(D), and Hicks v. Thompson, 851 P.2d 1077. OSBI investigative records are furthermore exempt from disclosure under the Oklahoma Open Records Act.

Specifically, 74 O.S. § 150.5(D)(1)(a-c) sets out to whom the records may be disclosed:

D. 1. All records relating to any investigation being conducted by the Bureau, including any records of laboratory services provided to law enforcement agencies pursuant to paragraph 1 of Section 150.2 of this title, shall be confidential and shall not be open to the public or to the Commission except as provided in Section 150.4 of this title; provided, however, officers and agents of the Bureau may disclose, at the discretion of the Director, such investigative information to:

a. officers and agents of federal, state, county, or municipal law enforcement agencies and to district attorneys, in the furtherance of criminal investigations within their respective jurisdictions,

b. employees of the Department of Human Services in the furtherance of child abuse investigations, and

c. appropriate accreditation bodies for the purposes of the Bureau's obtaining or maintaining accreditation.

Furthermore, 74 O.S. § 150.5(D)(2) states that unauthorized disclosure on any information contained in the confidential files of the Bureau shall be a misdemeanor.

As such, the OSBI is unable to provide any documentation in this matter, if any such documentation exists within the custody of the OSBI.
