Pursuant to the Oregon Public Records Law, I hereby request the following records:

A file containing the university-affiliated email addresses, first and last names of all enrolled Portland State University students as of the Spring 2021 semester.

The requested documents will be made available to the general public, and this request is being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

In accordance with ORS 192.324(2), this is to acknowledge our receipt on
July 9, 2021 of your request for the following records:

*A file containing the university-affiliated email addresses, first and
last names of all enrolled Portland State University students as of the
Spring 2021 semester.*

We are the custodian of the requested records however the email addresses of
PSU's students are not considered to be public information. Although
student email addresses are designated as directory information under
FERPA, under ORS 192.345(29), the electronic mail address of a student who
attends a public university is exempt from disclosure unless the public
interest requires disclosure in the particular instance. PSU is a
university that falls under this act as it is a public university
identified in ORS 352.002. Although FERPA permits disclosure of “directory
information” to third parties, FERPA does not require disclosure, and with
respect to student emails, this more restrictive law in Oregon applies.

Portland State University Public Records Office is still processing records
