- all emails mentioning the following case-insensitive terms

Please note this request is not on "Antifa" broadly - multiple agencies (and I believe your fusion center) has deemed that overly burdensome. This request is specifically in regards to Rose City Antifa, an anti-fascist organization based in Portland, OR. From their own website (rosecityantifa,org):
"Rose City Antifa (RCA) was founded in Portland, Oregon in October of 2007. RCA was formed after a coalition of local people and organizations formed the 'Ad-Hoc Coalition Against Racism and Fascism' in order to shut down a neo-Nazi skinhead festival called Hammerfest. RCA continues the work of that Ad-Hoc Coalition and countless others who have worked to oppose racial prejudice, bigotry and fascism in our communities in Portland, Oregon, and the Pacific Northwest more broadly.
Rose City Antifa opposes fascist organizing through direct action, education, and through solidarity with leftist spaces, activists, and organizations. "
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am the Privacy Officer for the Oregon TITAN Fusion Center ("OTFC") and I am responding to your public records request dated March 9, 2021. We found 7 records that may be responsive to your request, but each of them were sent to us by the Portland Police Bureau. Oregon Administrative Rule 137-090-0040(2) prohibits us from releasing them because they remain the property of the originating agency. You can contact the Portland Police Bureau by clicking on this link<https://www.portlandoregon.gov/police/article/561936> or contacting them directly.
It appears that the subjects in your request could be related to people and associations that promote a social view. Oregon law prohibits law enforcement agencies from collecting or maintaining information about the political, religious or social views, associations or activities of individuals or groups. See ORS 181A.250. OAR 137-090-0060 has similar restrictions for our organization specifically which is why we have so few records that may be responsive to your request and none that have originated within OTFC.

I'll respond in full later (currently busy with other things but I wanted to send you a reply ASAP since I'll likely be free as you're clocking out for the day), but can you provide any identifying information (such as report numbers, file numbers, or any form of ID) for the 7 records located so I can pursue a records request with them? By my understanding of OAR 137-090-0040, this should be in compliance considering no access is being given to the 7 aforementioned records - rather this information helps me locate the records with the originating department.
