Pursuant to the Oregon Public Records Law, I hereby request the following documents:
I would like to receive a copy of all Suspicious Activity Reports submitted to, and all Suspicious Activity Reports created by the Oregon Titan Fusion Center since its inception in 2007.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Hi Mr. Klinsman, we're currently working on your request to determine whether SARs are disclosable records or are exempt from disclosure under Oregon's Public Records Law. I'm hoping to have an answer on that sometime next week. In the meantime, are there specific SARs you'd like to prioritize, or are you just generally looking for all SARs?

Mr. Klinsman, after looking into your request, I've determined that we're prohibited from releasing these Suspicious Activity Reports under 28 CFR § 23.20<https://www.law.cornell.edu/cfr/text/28/23.20>(e)-(f). That section prohibits the Titan Fusion Center from disclosing criminal intelligence information unless there's a need to know and a right to know the information in the performance of a law enforcement activity.
