Pursuant to the Oregon Public Records Law, I hereby request the following records:

I am hereby requesting the following records that relate to Tiberius, a data organization software developed by Palantir designed to help "the federal government set up a system that will track the manufacture, distribution and administration of Covid-19 vaccines." Tiberius is a part of Operation Warp Speed. (https://www.wsj.com/articles/palantir-to-help-u-s-track-covid-19-vaccines-11603367276)

1) Any contracts, memorandums of understanding, purchase, orders, invoices, and receipts related to "Tiberius." These documents may be addressed directly to "Palantir" but should necessarily mention "Tiberius."

2) All instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other guidance on the use of "Tiberius." This includes:
A) any notes taken during meetings that discussed the use of "Tiberius."
B) any explanations (whether internally or externally generated) of how "Tiberius."
C) any other document that has been used to help explain the use of "Tiberius" to any party, including internal documentation, public relations materials, and executive summaries.

3) Any emails as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention "Tiberius."

Please limit the time frame of all searches to August 1, 2020 to the time that this request is processed. Also, please waive all fees associated with this request, since I am a member of the news media as a reporter for BuzzFeed News, and the requested documents are in the public interest.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This will confirm Oregon Health Authority received your public records request for records related to Tiberius from August 1, 2020 to present, specifically:

OHA Policy OHA-010-010 requires that a complete request for records include a description of the information requested, as specific as possible, including the type of records, subject matter, approximate dates the records were created, and the names of the persons involved. Except for request no. 1, this request is overly broad; and I will need you to narrow the scope in order to process your request. I will then be able to give you a cost estimate to process your request.

Most requests are completed within fifteen (15) business days. However, OHA is responsible for many areas of support in response to the current COVID-19 pandemic. Program staff with access to records, communications staff, and records staff are being redirected to support essential tasks and may be unavailable to complete requests within statutory timelines. Requests that are expected to go beyond fifteen (15) business days will receive an estimated timeline and periodic updates on the status of the request. Thank you for your patience in this regard.

Good Morning!

Request No. 1 is still being processed (Any contracts, memorandums of understanding, purchase, orders, invoices, and receipts related to "Tiberius."). As I stated in my original initial response, the balance of the request is overly broad. I asked Ms. Haskins to narrow the scope of the request. I have not heard from her since my March 10, 2021 communication.
