Pursuant to the New Jersey Open Public Records Act, I hereby request the following records:
Records containing the number of inmates between the ages of 18 and 20 detained at Passaic County Jail between January 20, 2020 and the date of the present request. If available, I would like to receive a breakdown by age of the before mentioned population.
I also request any and all directives, orders, plans, and communications issued to officials and managerial staff within facilities under the jurisdiction of this agency, as well as those provided to individuals under the supervision of this agency, regarding preparatory or responsive measures and requirements related to COVID-19, also known as coronavirus.
Please include as responsive any relevant plans and directives issued regarding inmate health, behavior, and participation in preparatory and defensive activities, including those conducted by the correctional industry program.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Dear Marco Poggio,
As you may know, Governor Philip Murphy signed Executive Order No. 103 declaring a Public Health Emergency and State of Emergency in New Jersey, in response to the outbreak of Coronavirus Disease 2019 (hereafter “COVID-2019”). Consequently, the County Administrator has taken emergency steps to protect the health, welfare, and safety of Passaic County employees and residents, including reassigning employees for essential operations, to respond to COVID-2019.
Hereafter, any request for government records is a disruption in agency operations, and the County of Passaic (hereafter “County”) reserves its rights to answer within thirty (30) days. See. N.J.S.A. 47:1A-5(g). While the County will endeavor to answer requests for government records in a prompt fashion during the Public Health Emergency, it is reserving its right and notifying requestors that, at the earliest, government records shall be released on 5/25/2020 8:30:00 AM. The County also retains all applicable legal arguments if this delay in response is challenged in Superior Court or at the Government Record’s Council.
