To Whom It May Concern:

Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:

1) All Pennsylvania Lottery contracts since Jan. 1, 2023 regarding lottery advertising campaigns and paid promotions on the below-listed platforms. This includes contracts with the listed advertising platforms and/or third-pary vendors hired to coordinate advertising campaigns on those platforms.

- Meta Platforms (including Facebook, Instagram, and Threads)
- Alphabet/Google (including Youtube)
- Bytedance Inc. (TikTok)
- Twitter/X

2) Documentation of the targeting parameters selected by the Pennsylvania Lottery and/or its vendors for all lottery advertising campaigns and paid promotions on the listed platforms since Jan. 1, 2023. Specifically, this should include documentation of the demographic (age, gender, etc.), location-based (geofencing, marketing regions, points of interest, etc.), behavioral (consumer categories, interests, etc.), and contextual (keywords, channels, pages, etc.) characteristics the Pennsylvania Lottery targeted with or excluded from its advertising campaigns and paid promotions for lottery games. To aid with your search, I have provided instructions from the relevant platforms explaining how to access and export this targeting information.

I ask that all fees be waived as I am a journalist and intend to used the requested records to publish articles in the public interest and not for any commercial purpose.

If you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation of the employee hours required to fulfill the request.

If you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for your Right-to-Know Law request.

The department is issuing the following guidance for those who submit a RTKL request:

* The department recommends submitting RTKL requests electronically using the following address: RTK-Revenue@pa.gov<mailto:RTK-Revenue@pa.gov>.
* The department recommends that each requestor provide at least two (2) methods by which to contact a requestor, including a current email address(es), phone number and/or physical address.
* Under Pennsylvania law, the department has five (5) business days to respond to a RTKL request after it is received by the department. If the department is unable to complete a RTKL request within five (5) business days, the department will respond to your request advising that the request is under review, the reason for the review, and the period of time in which the requestor should expect to receive a response.
* If the department requires more than an additional 30 days to respond to the RTKL request, the department will contact the requestor to discuss the possibility of a further extension.
* Please be advised that a response letter regarding the status of your request may be issued separately from any documents responsive to the request.

As noted in our interim response letter dated 4/15/2024, Revenue requested and received an additional 30 days from the original due date to respond to your request. Due to that 30-day extension date falling on the memorial day holiday weekend, our response to this request would be due on or before 5/28/2024.
