Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:
For purposes of this request, "SCANDALOUS OR DISGRACEFUL CONDUCT POLICY" means any of: (a) Executive Order No. 1980-18 Amended, dated May 6, 2024, 54 Pa.B. 3018; (b) 4 Pa. Code § 7.158.1 ("Personal conduct," providing that "No employee, appointee or official of the Executive Branch of the Commonwealth may engage in scandalous or disgraceful conduct, or any other behavior, on or off duty, which may bring the service of the Commonwealth into disrepute") or (c) any policy, guidance, regulation, or other prohibition against "scandalous or disgraceful conduct, or any other behavior, on or off duty, which may bring the service of the Commonwealth into disrepute."
1. Any records reflecting a complaint, charge, or disciplinary action concerning any violation (or alleged violation) of a SCANDALOUS OR DISGRACEFUL CONDUCT POLICY.
2. Any records reflecting any warning issued to any employee concerning the SCANDALOUS OR DISGRACEFUL CONDUCT POLICY.
3. Any policy, guidance, regulation, or handbook concerning the SCANDALOUS OR DISGRACEFUL CONDUCT POLICY.
This request is limited to records generated on or after May 5, 2024.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Good Morning,
On January 23, 2025, the open-records officer of the Department of General Services received your written request for records, which is attached and incorporated by reference as if fully set forth herein.
The Department of General Services is responding to your request under the Pennsylvania Right-to-Know Law, 65 P.S. § 67.101, et seq. (RTKL). Under the RTKL, 65 P.S. § 67.901, a written response to your request is due within five business days, on or before January 30, 2025. This is an interim response, not a final response, to your request. Pursuant to 65 P.S. § 67.902(a)-(b), you are hereby notified that your request is being reviewed for the reasons listed below, and the Department of General Services will require up to an additional 30 calendar days, i.e., until March 3, 2025, to respond to your request:
* Compliance with your request may require the redaction of certain information that is not subject to access under the RTKL.
* Your request is under legal review which is necessary to determine whether a requested record is subject to access under the RTKL.
* The extent or nature of the request precludes a response within the five-business day time period.
Further, prior to granting a request for access in accordance with the RTKL, the Department of General Services may require a requester to prepay an estimate of the fees authorized under 65 P.S. § 67.1307(h) if the fees required to fulfill the request are expected to exceed $100. If prepayment is required, the amount owed will be reflected in our subsequent response.
