The original format of the documents is acceptable (i.e. PDF, doc, .txt, etc).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Thank you for writing to Leet Township to request records pursuant to Pennsylvania's Right-to-Know Law ("RTKL"), 65 P.S. §§ 67.101 et seq.
On 08/22/2024, you requested records in regard to Policy and Procedures Manual that guides police operation. The Pennsylvania Right to Know Law (RTKL) aims to empower citizens by providing them access to information concerning the activities of their government. However, the law does not grant unqualified access to records. Agencies may deny requests when the request seeks records that are exempt under Section 708 of the RTKL, exempt by another Federal or State law, regulation, judicial order or decree, or that are protected by a privilege.
After our solicitor carefully reviewed your request, access to the requested records must be partially denied and partially approved pursuant to the exemptions under the Pennsylvania Right-to-Know Law (RTKL). Specifically, the records which are denied are for the following reasons:
The denied requested records are exempt from disclosure under Section 708(b) of the RTKL, because they are records that would disclose the institution, progress or result of a criminal investigation, except the filing of criminal charges, that are exempt from access.
The denied requested records are exempt under Section 708(b)(2), because they are records maintained by an agency in connection with law enforcement or other public safety activity that, if disclosed, would be reasonably likely to jeopardize or threaten public safety or preparedness or public protection activity or a record that is designated by the agency as relating to public safety or public protection activity that is exempt from access.
The denied requested records are exempt under Section 708(b)(9) because they are records that reflects the internal, predecisional deliberations of an agency, its members, employees or officials or predecisional deliberations between agency members, employees or officials and members, employees or officials of another agency, including predecisional deliberations relating to a budget recommendation, legislative proposal, legislative amendment, contemplated or proposed policy or course of action or any research, memos or other documents used in the predecisional deliberations that are exempt from access.
Lastly, The denied requested records are exempt under Section 708(b)(1)(ii), because they are records that the disclosure of which would be reasonably likely to result in a substantial and demonstrable risk of physical harm to or the personal security of an individual and are exempt from access.
You have a right to appeal this partial denial in writing to: Office of Open Records, 333 Market St., 16th Floor, Harrisburg, PA 17101-2234. Appeals can also be filed online at the Office of Open Records website, https://www.openrecords.pa.gov.
If you choose to file an appeal you must do so within 15 business days of the mailing date of the agency's response. See 65 P.S. § 67.1101. Please note that a copy of your original RTKL request, the agency's extension notice (if applicable), and this denial letter should be included when filing an appeal. More information about how to file an appeal under the RTKL is available at the Office of Open Records website, https://www.openrecords.pa.gov<https://www.openrecords.pa.gov/>.
The policies and procedures that are approved for RTK are too large to email. The following are options for transmitting the records to you: Leet Township can supply a new USB thumb drive with the documents and postage for $12.00, print and mail the documents for .25 per page (front and back) plus postage, or the documents can be copied to a CD and mailed for $12.00.
