Pursuant to the Freedom of Information Act I hereby request the following records:
The following materials regarding the compilation and composition of the state’s master jury list:
All current policies and procedures regarding how the current master jury list was compiled and how often master jury lists are reviewed and updated. Please name all source lists (driver’s license records, voter registration lists, etc) that were utilized in creating the current master jury list.
All reports, databases, spreadsheets, or equivalent materials regarding the composition of the current master jury list. Please include the total number of individuals on the current master jury list and all relevant demographic data, including but not limited to the race, age and gender of individuals that comprise the current master jury list.
In the event that there are any fees for obtaining or copying these records, please inform me of the total charges in advance of fulfilling my request. Should the fees exceed $100, I would also like to request a waiver of all fees as I am requesting the information on behalf of a 501(c)(3) nonprofit and the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of how master jury lists are created. This information is not being sought for commercial purposes.
If possible, please provide the requested documents electronically. However, if this is not feasible, please inform me of the available methods for obtaining these records. Further, if you expect a significant delay in responding to this request, please contact me with information concerning when I might expect copies or the ability to inspect the requested records.
If you deny any or all of this request, please cite each specific exemption that justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

This is the response of the Administrative Office of the Courts ("AOC") to your request dated October 7, 2024 received by the Perry circuit clerk's office and forwarded to the Open Records Unit for response.
You requested the following:
1. All current policies and procedures regarding how the current master jury list was compiled and how often master jury lists are reviewed and updated. Please nae all source lists (driver's license records, voter registration lists, etc.) that were utilized in creating the current master jury list.
2. All reports, databases, spreadsheets, or equivalent material regarding the composition of the current master jury list. Please include the total number of individuals on the current master jury list and all relevant demographic data, including but not limited to race, age and gender of individuals that comprise the current master jury list.
Pursuant to KRS 26A.200, all records which are made by, generated for, or received by an agency of the Kentucky Court of Justice (KCOJ) are the property of the KCOJ and are subject to the control of the Kentucky Supreme Court and are not subject to statutory regulation, including the Kentucky Open Records Act. Ex Parte Farley, 570 S.W.2d 617 (Ky. 1978). Even though court records are not subject to the Kentucky Open Records Act, the KCOJ endeavors to accommodate all requests for records unless the request is overly burdensome or disruptive to court business.
Access to AOC administrative records is governed by the Rules of Administrative Procedure Part XVII ("AP Part XVII"), adopted by Supreme Court Order 2017-09, which constitutes the Open Records Policy of the Administrative Office of the Courts ("AOC Open Records Policy"), attached.
For its response to request #1, AOC states Kentucky's master jury list is governed by the Rules of Administrative Procedure Part II ("AP Part II"), Section 2 found at: https://govt.westlaw.com/kyrules/Document/N424132013E6511EBBF62FBF348770B2B?viewType=FullText&originationContext=documenttoc&transitionType=CategoryPageItem&contextData=(sc.Default). AOC also provides the attached ITS-CS-TT-Master Jury List Process.
For its response to request #2, AOC states in accordance with KRS 29A.110, the contents of any records or papers used by the Administrative Office of the Courts or the clerk in connection with the selection process and not required to be made public under this chapter shall not be disclosed, except in connection with the preparation or presentation of a motion under the Rules of Civil Procedure or the Rules of Criminal Procedure or upon order of the Chief Justice. However, while the reports cannot be released, AOC does provide the attached Memorandums of Understanding:

- 2024-383 - MOU with Cabinet for Health and Family Services, Office of Vital Statics
