Pursuant to the Arizona Public Records Law, I hereby request the following records:

1. A database of all complaints against officers in the Phoenix Police Department from civilians from 2014-present day. The database should include: officer badge number (or id), officer first name, officer last name, reason for complaint, outcome of complaint, date of complaint, location of complaint (ie district/beat/lat/long), race of civilian, age of civilian, sex of civilian.
2. A database of all reports of misconduct NOT from civilians against police officers in the Phoenix Police Department from 2014-present day. The database should include: officer badge number (of id), officer first name, officer last name, reason for misconduct, outcome of misconduct (firing/probation etc), date of misconduct, location of misconduct (beat/district).

If any data fields are withheld, please identify the statutory exception authorizing nondisclosure and explain how it applies to that data field.

Please note that this information is strictly for academic purposes only as I am a PhD student studying policing. This request is not being made for commercial purposes.

Please provide me with these public records in a machine-readable ASCII format, such as a CSV, SQL, TXT, or similar raw file. CSV or SQL files are preferred when available.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This request has been officially closed for the following reason(s):

Rather than being a public records request for specific records, you have requested pulling data from the past eight years (2016 – 2024). The data you request includes personally identifiable information such as name, age, race, and sex of both current and former City employees as well as members of the public. You also seek a “roster” of officers, both employed and formerly employed by the City, and their email addresses.

Arizona public records law does not require the creation of new records, nor does it require aggregating data into new records formats. Further, gathering and producing personally identifiable and contact information on current employees, former employees, and members of the public, is against the public interest. As work assignments are constantly changing, there is no static department-wide “roster” of officers which the City creates; instead, each bureau, section and sometimes even unit may (or may not) create rosters as needed for their particular work needs. Finally, given that the City has had thousands of officers employed in any given year, the request for provision of an aggregate record containing eight years of this data presents an unreasonable burden of review and redaction prior to production. For these reasons, your request is declined.
