Pursuant to the Arizona Public Records Law, I hereby request the following records:

A copy of any employee handbooks, workplace policy manuals, onboarding guides, and other documents and policy books provided to new employees as part of a “new hire” program that are maintained by this agency. If orientation materials are provided digitally to new employees, please provide digital copies of these materials.

You may limit this request to materials that are currently provided to new employees.

If there are ways to modify or change the scope of my request to reduce the burden on agency resources, please let me know. If over the past six months you’ve responded to another requester with information that likely covers substantially similar material and re-releasing that same material instead of a new search reduces the burden on agency resources, please let me know and I’m happy to consider accepting that instead of requiring a new search.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest. The requested documents will be made available to the general public free of charge and the request is made in the process of public policy research news gathering and not for commercial usage.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Good morning Kiera,

Thank you for submitting your public records request to the City of Phoenix for processing. I wanted to let you know that we do not host an in-person New Employee Orientation due to the pandemic and our Orientation is now virtual.

With that said, we do not provide any physical or electronic records to our new employees in our citywide Orientation, but we do provide a basic Citywide program that may be relatable to your request that we call our "onboarding" process. This consists of policy and handbook acknowledgements with hyperlinks that send the new employees to our internal database to review the related policy. This is our current process of onboarding a new employee that is consistent throughout the City.

After onboarding, as each department may have more specific policies, each of our 30+ departments may host their own onboarding program to ensure the most relatable policies are discussed with their employees based upon their function.

Altogether, I wanted to propose that we can provide the basic blanket of policies that we know every employee must review through the Citywide onboarding process, but I wanted to verify if this is something you're even interested in.
