Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:

Any policy manual, employee procedure manual, or folder of collected policies which guide police operations. This may be one document with many policies, or all policies collected.

The original format of the documents is acceptable (PDF, .doc, .txt, etc).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

To whom it may concern – the Plum Boro Police Dept received your right to know request on 7/26/24 and forwarded it to my attention, as I am the AORO for the Boro. Please note that we only received one page in the message, although the top line indicates 2 pages. Please confirm whether there is a page missing, and whether it includes additional information that I would need to fulfill your request.

Pursuant to Section 902(a) of the RTKL, an additional 30 days are required to respond because (check all that apply):

☐ The request requires redaction in accordance with Section 706 of the RTKL.
☐ The request requires the retrieval of a record stored in a remote location.
☐ A timely response cannot be accomplished due to bona fide staffing limitations.
☒ A legal review is needed to determine whether the record is subject to access under this act, 65 P.S. § 67.902(a)(4)
☐ The requester has not complied with the Agency’s policies regarding access to records.
☐ The requester refuses to pay applicable fees authorized by the RTKL.
☐ The extent or nature of the request precludes a response within the required time period.

Based on this thirty (30) day extension, starting after the initial five (5) business days granted to the Agency, you will receive a response on or before September 1st, 2024. Please be advised that if the Agency is required to make copies and/or mail documents in order to fulfill your request, you will be charged the applicable fees, as generated by the Office of Open Records. The Agency reserves the right to require prepayment of fees as allowed by law.

The policy on vehicle pursuits has been redacted, as per section 708(b)(2) of the Right to Know law: “A record maintained by an agency in connection with the military, homeland security, national defense, law enforcement or other public safety activity that if disclosed would be reasonable likely to jeopardize or threaten public safety or preparedness”.

Please be advised that this correspondence will serve to close this record with our office as permitted by law. You have the right to appeal any aspect of this request for information in writing to the Office of Open Records, 33 Market Street, 16th Floor, Harrisburg PA 17101-2234. If you choose to file an appeal, you must do so within fifteen (15) business days of the mailing date of the Agency’s response.
