Specifically, this should include contracts, statements of work, successful RFP response packages, sole source agreements, and data privacy agreements.
2) All model workbooks for the university's Demand Builder, Applicant Cultivator, ForecastPlus, and/or Student Search Predictive Analytics models. These workbooks, which RNL provides in Excel or other spreadsheet format, contain the model(s)' glossary of variables, market summaries, and model scores and results, among other information. If it would aid in your search, I can provide an example of an RNL model workbook.

In regard to piece 1, the RNL contract was labeled proprietary, but after notification with the vendor we are able to provide the contract which we have attached.
In regard to piece 2-5 and based on the wording above, ISU has potentially hundreds of documents that may be responsive to your request. It is being estimated that it will take staff 70-80 hours to accurately pull each document that may be potentially responsive.
In accordance with Idaho Code 74-103 through 74-112, ISU’s Office of the General Counsel is required to review these records to ensure they are 1) responsive to your request and 2) not statutorily exempt from disclosure (for example, FERPA records, personnel records, medical records, privileged documents, personal data identifiers, etc, may be exempt under applicable statutes).
Idaho Code 74-102 permits ISU to charge an advance fee for reasonable labor beyond two hours required to respond to a records request, including the costs of attorney review. For a ballpark figure of what this fee could look like, if our attorneys were to review and potentially redact hundreds documents at an average of two minutes each (conservatively 17 hours) and statutorily permitted rate of $53 per hour, and administrative staff labored or 70 hours at the statutorily permitted rate of $25 per hour, ISU would require an advance fee of approximately $2,600. That doesn’t include the labor required by our IT department to pull all these into a readable file or labor required to digitize hardcopy documents.
In accordance with Idaho Code 74-102(9), I’d like to suggest discussing whether I could provide information that might help narrow the scope of your request.
