Given the broad nature of your request and the number of email accounts this potentially impacts, we are preparing an estimate of cost for this request.

Christopher Schiano:

I have prepared a cost estimate for completing your six public records requests, pursuant to ORS 192.324(4).

MCDA has 227 email accounts. Our IT department has stated that to search data currently in all 227 email accounts would take 3 hours. To search all 227 email accounts for archived data for the same period of 9/1/20 through 9/8/20 would take an additional 100 hours, as it is a manual process. Due to the volume of emails we receive as an organization each day, it is standard practice by many employees to move data from the current email to archive email.

Once emails are located by the IT department, I estimate it will take me an additional 57 hours to review and determine whether any exemptions to the Oregon Public Records law applies to any of the emails. My estimate is based upon utilizing 15 minutes of time per email account, for which there are 227 email accounts.

IT Staff time is billed at $50 per hour, for a total of $5,150.00 (103 x $50).
Attorney time to review all emails is billed at $90 per hour, for a total of $5,130.00. (57 x $90).

Therefore, the total estimate is $10,280.00. For your convenience, I have attached a copy of our current fee schedule. Please let me know if you wish for us to proceed with this work.
