Pursuant to the Maryland Public Information Act, I hereby request the following records:
All available records related to the case of Luke Hill, who was charged with attempted murder in May 2020. Specifically, I seek incident and arrest reports, charging documents, court records (including indictments, motions, and judgments), interrogation recordings or transcripts, evidence logs, witness statements, and any available video footage (e.g., body cam, dash cam, or surveillance). Please also include communications between law enforcement and prosecutors regarding this case. If any records are exempt from disclosure, please provide a detailed explanation for each exemption.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Late last week I spoke to the detective that handle the case, I’m still waiting for the case file to be delivered. Once I have the case file and see what has to be reviewed and redacted, I will send you a cost estimate, when we receive payment the documents will be sent to you.

My work focuses on highlighting real-world cases involving student-athletes to provide a learning tool for young players, parents, and coaches on the consequences of decision-making off the field. This request is not for commercial purposes but rather serves to inform and educate those invested in the development of young athletes.
Given that the Maryland Public Information Act allows for fee reductions when disclosure serves the public interest, I’d like to respectfully request a waiver or reduction of the fees associated with this request. If a full waiver isn’t possible, I’d be open to adjusting the scope of my request to minimize the cost while still obtaining the most essential information.

After speaking to the Director, we will not be able to grant you a waiver for fees associated from your MPIA Request. It took a lot of time and effort to get the case file you were requesting. We do not waive fees for media organizations. Our local media outlets, NBC, FOX, ABC, CBS are also required to pay for their MPIA information.
