To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

I am requesting the compliment and complaint records for uniformed officers within your agency in 2014. I am also requesting the total number of uniformed officers that served in 2014.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Joseph Palin

To Captain Dougan,
Executive Officer

First, thank you for your assistance thus far.

Elaborating on my request, I was more specifically looking for copies (digital) of the actual complaints (and commendations/awards if perhaps you keep compliments by another name). Additionally, I would like to know how many uniformed officers served in 2014. If the number varied over the course of the year, I would ask for the number of officers serving at the end of the 2014 calendar year.

Please inform me of an updated cost with this request, and thank you for your continued assistance.

Sincerely,
Joseph Palin

To Captain Dougan,
Executive Officer

While I do not wish to object to your response, I do wish to downsize my request in light of the cost. Would you tell me how much it would cost if instead of copies of the actual records, you would give me a breakdown of how many officers total had complaints filed against them, and how many complaints were filed against each of those individuals. To be clear, I am not interested in the names of the officers, just the counts. And in lieu of the number of officers for the year 2014, I would be satisfied with the number of uniformed officers currently serving in your department.

Thank you again for your continue assistance,

Sincerely,
Joseph Palin
