Pursuant to the state Freedom of Information Act, G.L.M. c.66, §10, I hereby request the following records:

All documents relating to usage of Automated License Plate Recognition (ALPR) technology by Quincy Police Department, including but not limited to documents indicating:

-scope of ALPR deployment;
-purposes for which ALPR technology is employed;
-means of handling and storing ALPR data;
-extent and timeline for ALPR data storage; and
-protocols and extent of ALPR data sharing between BPD and other government agencies.

Please include any relevant documents, including but not limited to memos, reports, emails, meeting minutes and contracts.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Documents released by EOPSS indicate that Quincy Police Department successfully applied for a grant of $17,285 for an ALPR to be installed on a "mobile trailer" in November 2010. A grant award letter from February 2011 indicates that EOPSS awarded this grant to QPD. The contact on the grant application is Christine Hurton, a QPD officer.

Please confirm whether your department has documents responsive to my request (originally submitted Nov. 7, 2012 and copied below). This request goes beyond the scope of the grant program.

In addition to documents responsive to my original request, I would like to request evaluation data for the ALPR system(s) owned by QPD. In the November 2010 EOPSS grant application, QPD indicated that an "in-depth traffic enforcement data analysis" was to be completed, which would be "contrasted against future data once the LPR system has been fielded and functional for a similar twelve month deployment period." I hereby request the results of that analysis, including any data sets, memos and reports created as part of this analysis.
