Pursuant to the North Carolina Public Records Law, I hereby request the following records:

The city of Raleigh developed a "City of Raleigh" Alexa command. (https://www.amazon.com/City-of-Raleigh/dp/B079HP6G4N/ref=sr_1_1?crid=24FX4E11973MV&keywords=city+of+raleigh&qid=1573660148&s=digital-skills&sprefix=city+of+ral%2Calexa-skills%2C125&sr=1-1) Therefore, I hereby request the following records relating to that command:

- A copy of the Alexa "skill metrics" current to the date that this request is processed. This can be found in the Amazon Alexa developer console on the "Analytics" page. (https://developer.amazon.com/docs/devconsole/measure-skill-usage.html) Please provide a copy of the Summary page, Customers page, Sessions page, Utterances page, Intents page, and Retention page. Please expand all possible drop-down lists on the aforementioned pages. Please make the "Time Interval" option "Last 30 Days" when applicable.

- A copy of all digital communications—including emails and text messages, and any images or attachments—between the city of Raleigh and representatives from Amazon. Please limit the time range from January 1, 2017 to the time that this request is processed.

- A copy of all digital communications—including emails and text messages, and any images or attachments—that mention or refer to "City of Raleigh," an "Alexa command," or an "Alexa skill." Please include all emails that detail the development of the Alexa command with the person who developed it.

- A copy of any contracts, purchase, orders, invoices, or receipts related to the development of the "City of Raleigh" Alexa skill.

- A copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, usage policies, or informal agreements related to the "City of Raleigh" Alexa skill.

- A copy of any funding opportunity announcements, grant applications and grantor status/progress reports, reports to legislative bodies, annual reports that mention the "City of Raleigh" Alexa skill.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for BuzzFeed News. Therefore, I request that all fees are waived in the processing of this request.

You’ll need to submit your requests via our online webform. We use a ticketing system to dispatch these.

Most of your request, as currently stated, would be denied. It’s just too broad. There’s no reasonable way for us to find any of it.

For example, if you are looking for emails, you’ll need to provide specific names and keywords. A search for “amazon” is far, far, far, far too broad. I’d get a return of several hundred thousand emails.

If you would like a copy of a contract, those are on file by the name of the company, not by subject matter.

It might help to review the NC Public Records law. It provides access to existing documents. I’m happy to help you, but I’ll need to know specifically which document you want to inspect.

I can file it with the online system, but I'll note that I did provide the specific keywords ("Alexa command" and "Alexa skill") and as for communications with Amazon employees, those could be limited by searching for the @amazon.com domain.
