Pursuant to the Minnesota Government Data Practices Act, I hereby request from Ramsey County Sheriff's Department any records, datasets, or materials that contain the following:
For July 2020:
- Average response time of department for all calls
- Average response time of department for domestic violence calls only
For all domestic violence/domestic disturbance calls to the 911 dispatch center in the month of July 2020, separated by individual call:
- Type of call
- Priority level
- Date and time of call received
- Date and time first officer arrived on scene
- Race and ethnicity of victim, if available
- Race and ethnicity of perpetrator(s), if available
- Outcome or resolution of call
For July 2019:
- Average response time of department for all calls
- Average response time of department for domestic violence calls only
For all domestic violence/domestic disturbance calls to the 911 dispatch center in the month of July 2019, separated by individual call:
- Type of call
- Priority level
- Date and time of call received
- Date and time first officer arrived on scene
- Race and ethnicity of victim, if available
- Race and ethnicity of perpetrator(s), if available
- Outcome or resolution of call
The requested documents will be made available to the general public. These records are being requested as part of a collaborative research effort and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good morning.
Clarification is needed on your data request. Please review the below questions regarding "response time".
Can we get specificity on "Average response time" with respect to the first part of the request? There is a statistical difference and I want to know to assure data continuity.
The question is, what are they considering to be the start and end point of response time for a call for service? They list "Date and time of call received," in the latter part of the request but even that is vague. Is it initial call received by ECC, call entered and assigned a master CFS by ECC, or is it when the call was assigned (received) by the Deputy.
Similarly are they considering on scene arrival to be the end data point for the request in its entirety?
If they are actually doing research it is statistically significant and I don't want to have to go back and rework the data because we had to guess based on lack of specificity in the request.

Hello Mr. Robbins,
Thanks for your questions. As this request is part of a larger project involving data from other police departments, for the sake of consistency we are defining the terms as follows.
Start point: Date and time call was received by the 911 dispatch/emergency contact center. If your agency is as granular as others, we would specify this as when the call was answered by the dispatcher.
End point: Date and time an officer arrived on scene. So yes to the question you posed.

You can inspect the data for free at either the Ramsey County Law Enforcement Center (425 Grove Street, St. Paul) or at the Ramsey County Patrol Station (1411 Paul Kirkwold Dr, Arden Hills). Let me know if you wish to inspect the data and we can schedule a time.
If you wish to obtain a copy of the data, the total cost is $532.19 (8.4 hours of search/retrieval time @ $63.36 an hour). Please submit payment and the data will be provided.
