Minnesota Data Practices Act Request – Organized Retail Theft Arrest of Jadion Richards and Akwele Lawes-Richards

Pursuant to the Minnesota Government Data Practices Act, I hereby request the following records:

I am requesting access to and copies of all public data related to the arrest and investigation of Jadion Richards, 44 and Akwele Lawes-Richards, 45 for organized retail theft, which occurred in Ramsey County in november 2024.

Specifically, I request:

All body-worn and dash camera footage from deputies or officers involved in the arrest of Richards and Lawes-Richards at or near the Rosedale Mall Lululemon location.

Arrest reports, charging documents, and incident reports related to this case.

Any property/evidence logs documenting the seizure of Lululemon merchandise or tools allegedly used to remove security tags.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

To the Ramsey County Sheriff’s Office Data Practices Unit,

Thank you for your response regarding my Minnesota Government Data Practices Act request concerning the arrest of Jadion Richards and Akwele Lawes-Richards for organized retail theft.

I understand from your reply that the Ramsey County Sheriff’s Office has no data responsive to this request. However, multiple publicly available reports, including a criminal complaint, state that the arrest occurred in Minnesota on November 14, 2024, following an incident at or near the Rosedale Mall Lululemon location, which is within Ramsey County.

Given the serious nature of the charges and the scale of the alleged thefts across multiple states, I would sincerely appreciate your assistance in clarifying the following:

1. Was the Ramsey County Sheriff’s Office involved in any part of the arrest, detention, booking, or evidence handling in this case?
2. If not, could you kindly confirm whether the responsible agency may have been Roseville Police, Woodbury Police, or another jurisdiction such as Washington or Hennepin County?
3. If available, can you share any related incident number, jail log, or arrest entry that might help redirect this request to the appropriate agency?
