Rhode Island state government payroll requests

Dear Mr. Walker,

Last week the Rhode Island Office of the General Treasurer received your Access to Public Records Act (APRA) Request for the 2012 payroll records for all employees paid by state funds including agencies of the state government, state-funded colleges and universities, and miscellaneous agencies. Please find a copy of your request attached.

I am writing this email to seek clarification regarding your APRA Request. This office does not maintain and is not in possession of payroll records for all employees paid by state funds including agencies of the state government, state-funded colleges and universities, and miscellaneous agencies. However, the Office of the General Treasurer is in possession of payroll records concerning Office of the General Treasurer employees.

The Rhode Island Department of Administration<http://www.admin.ri.gov/> may possess the entirety of the requested records. The Department of Administration can be contacted at the following address:

Given the above information, do you want this office to send you the records reflecting Office of the General Treasurer employee payroll information or do you want withdraw your present APRA Request in favor of submitting a separate APRA Request to the Department of Administration in order to receive the requested documents in entirety?

Noting this request for clarification, the time period for this office to respond to your request is tolled as of the date of this email pending your response.

As an initial response to your records request that we received on
March 19, I have a few comments:

1. When you refer to “2012 payroll records” we assume you are
referring to records of biweekly payments received by state employees
during calendar year 2012. Please contact me to confirm.

2. For our payroll records we do not maintain a “unique ID” for state
employees.

3. Payroll records are not maintained for “positions”. However,
each classified employee has a “classification title”, which is a public
record.

4. We do not maintain a payroll record that refers to an employee’s
“Organization Unit” . However, we maintain a public record of the
department and the division where an employee works.

5.In response to your request for “Benefits”, for payroll purposes we
maintain a record of expenditures made on behalf of employees for
health insurance, vision insurance, and dental insurance.

the same name from being added together.

That is correct.

2. For our payroll records we do not maintain a “unique ID” for state
employees.

Understood. Some systems can generate a HashID to keep employees with
the same name from being added together.

3. Payroll records are not maintained for “positions”. However,
each classified employee has a “classification title”, which is a
public
record.

That will be fine.

4. We do not maintain a payroll record that refers to an employee’s
“Organization Unit” . However, we maintain a public record of the
department and the division where an employee works.

That will be fine.

5.In response to your request for “Benefits”, for payroll purposes we
maintain a record of expenditures made on behalf of employees for
health insurance, vision insurance, and dental insurance.
