Pursuant to the South Carolina Public Records Law, I hereby request the following records:

The most recent contract (i.e. council resolution, contract extension, contract amendments, cure notices, or other revisions to agreements) between the city and SoundThinking, Inc., formerly ShotSpotter, Inc.. This document(s) should include the total cost over the life of the contract and the current expiration date.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

"Greetings SOPHIA LUDT,

Thank you for the Freedom of Information Act request you submitted to Richland County 7/3/2024 4:35:00 PM for the attached request (# 1064794). As indicated in the correspondence sent to you on regarding a Freedom of Information Act request, § 30-4-30(b) of the South Carolina Code of Laws authorizes a public body to "establish and collect reasonable fees not to exceed the actual cost of the search, retrieval, and redaction of records."

Accordingly, you will be required to pay a per hour fee for the search, retrieval, and redactions of records requested. Richland County has determined it will cost approximately $6.25 to search for non-exempt records responsive to your request. A non-refundable deposit of twenty-five percent of the total cost is required to be made before the search is conducted. Once the retrieval of documents has begun, you will immediately be notified if there are additional costs incurred for which you must submit.

If you decide to proceed with your request, as written or as amended, please send an advance non-refundable payment of $1.56 (twenty-five percent of the total cost). When records are ready for release you will be notified of the balance due which must be paid before the records are produced to you.

Instead of sending an advance payment of twenty-five percent of the total cost, you may elect to send an advance payment of the total cost. Once the total cost is paid and the non-exempt records are ready for release they will be provided to you.

All payments must be made by check payable to "Richland County" to the Richland County Ombudsman's Office at PO Box 192, Columbia, SC 29202. When remitting payment, please reference the request number as indicated in the subject of this correspondence. Upon receipt of the advance payment, we will proceed with processing your request.

If you would like to hand deliver the payment please go to the Richland County Finance Department located at 2020 Hampton Street, Suite 4036, Columbia, SC 29204. Please be sure to include the FOIA number assigned to the request on your payment.

This fee notification is valid for 30 days from the date of this letter as it is based upon the current fees and time required to search and redact records responsive to your request. If payment is not received within 30 days the FOIA request will be closed for non-payment. If a FOIA request is closed for non-payment, you must then resubmit the records request through the Richland County FOIA process with the Ombudsman’s Office.
