Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
-the total number of use of force incidents, separated by year and by type of force used from 2013-2019 (for example, "27 taser incidents in 2013, 3 baton incidents in 2013, etc.)
-total number of civilian complaints reported and the total number sustained, separated by year (for example, 8 complaints in 2013, 2 complaints sustained in 2013, 4 complaints in 2014, 1 complaint sustained in 2014, etc.)
-total number of use of force complaints reported and the total number sustained from 2013-2019, separated by year
-total number of biased policing or discrimination/profiling complaints reported and the total number sustained from 2013-2019, separated by year
-a spreadsheet or list with the dates (month/day/year and time if available), race of subjects involved, and injuries/deaths sustained for all officer-involved shootings incidents (excluding shootings of animals) from 2013-2019, separated by year
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

In reviewing our records, we discovered that you have an unpaid balance of $80.00.
· FOIA request received on or about April 4, 2019, regarding "Identity Evropa" and "Identity Europa" Owed: $40.00
· FOIA request received on or about July 25, 2019 regarding emails from Colonel William Smith to and from Ring's law enforcement liaison Owed: $40.00
Virginia Code §2.2-3704 (I) states that before processing a request for records, a public body may require the requester to pay any amounts owed to the public body for previous requests for records that remain unpaid 30 days or more after billing. As such, we will not process your request until you have made full payment of the $80.00. I am providing you with another copy of the invoices from the earlier requests.
Additionally, we will make all City Departments aware that you have an unpaid balance and that they should not accept any FOIA requests from you or any representative from MuckRock until that balance has been satisfied.

Good morning,
In your request, you wanted to know in advance if there would be any costs. The following is the cost breakdown:

The estimated cost to produce the above requested records is $20.00. Please note that we are pulling reports that were created during relevant years. Not all of the information you have requested is in these reports. The total number of civilian complaints are reported, but it does not give the breakdown of the outcome of those complaints. The report shows the total number of all complaints and the outcome of the total number. We would have to manually pull every complaint and review each one to determine if it was a complaint made by a civilian and the outcome. This would well exceed the $200.00 threshold. If you like, we can prepare a cost estimate of how much of a deposit you would have to pay in advance.
