From: Tom Nash
To Whom It May Concern:
Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
All emails, memoranda, or other correspondence, including attachments, sent or received by the superintendent and any RRHA email address or the personal email address of CEO Damon Duncan between January 1, 2019 and the time this request is processed.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
Tom Nash

Please see the attached deposit request and extension notification.

Hi Mrs. Wilson,
I'm confused by this letter. It states RPS officials are currently working on this request and need more time than the law stipulates, but also that no one will work on it until this fee is paid. Which is it?
Thanks
Tom

Good morning,
The first email you received was to acknowledge receipt of your request.
As it has been estimated that the request will cost more than $200.00, RPS
has requested a deposit. Once the deposit has been received RPS will begin
processing the request.

I'm reading the Oct. 25 letter, not the first email. The one that makes two contradictory statements about RPS staff not proceeding and proceeding.
Regardless, RPS should not be charging a fee for this request. I'd ask the superintendent to reconsider.
Thanks

Good morning,
RPS does not waive FOIA fees.

Hi Mrs. Wilson
In thar case I hope that RPS can figure out how to not spend four hours searching for emails from one account. I would like the superintendent to weigh in on whether it should be a laborious or multiday process to search his inbox.
From: Richmond Public Schools
Good morning,
Email searches are done by the Technology Department and have to be
reviewed prior to being released. RPS provided an estimate of how long it
may take to search and review the email. An actual cost is provided once
the FOIA has been completed. If it does not take as long as estimated a
refund will be submitted.
Mr. Kamras has been copied at your request for him to weigh in on whether
it should be a laborious or multiday process to search his inbox.

I don't believe this should take much time, but I defer to the tech folks
who actually perform this work (copied here).
