Pursuant to the New York Freedom of Information Law, I hereby request the following records:

Records sufficient to show the names, star numbers (aka badge numbers), geographic assignments (beats, districts, etc), dates, and shift time assigned to all police officers and/or employees who are employed by the department. From the Jan 1, 2021 and January 8, 2021 AS WELL AS the dates of, on, or between Jan 1, 2018 and January 1, 2021.

Ideally, please provide the records in an excel spreadsheet.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

On 7/27/2021 I sent a request to Stephanie Prince, the Records Access Officer requesting the following:

Records sufficient to show the names, star numbers (aka badge numbers), geographic assignments (beats, districts, etc), dates, and shift time assigned to all police officers and/or employees who are employed by the department. From the Jan 1, 2021 and January 8, 2021 AS WELL AS the dates of, on, or between Jan 1, 2018 and January 1, 2021.

On 07/28/2021 Stephanie Prince closed the request and sent a link to the Rochester open data portal (https://www.cityofrochester.gov/RPDOpenData/)

Upon examining the portal no such records were found. This is a violation of the NYS FOIL law. Please advise on next steps or complete this request.

Good Morning,

Following receipt of your FOIL appeal, a diligent review was performed. Due to the two timeframes in your request, (January 1, 2018-January 1, 2021 and January 1-8, 2021), there was initially some confusion regarding exactly what you were seeking. Attached is a record showing all officers with badge numbers, rank, and status from January 1, 2018 through January 1, 2021. What you were initially provided is a link to the Open Data Portal, which has the same information (except for badge numbers) for current officers here: https://data-rpdny.opendata.arcgis.com/datasets/rpd-police-personnel/explore?location=43.177799%2C-77.612600%2C4.81

Please note that not all officers have geographic assignments. To the extent that some do, the portion of your request seeking assignment dates, times and locations is denied pursuant to Public Officers Law 87(2)(f) as release of this information could endanger the life or safety of the officers, including but not limited to those with undercover assignments.

This correspondence constitutes my final decision regarding your request. If you disagree with this decision, you may seek judicial review of it pursuant to Article 78 of the Civil Practice Law and Rules. Your time to seek judicial review begins immediately.
