Pursuant to Utah’s Government Records Access and Management Act (“GRAMA”), I hereby request the following records:

+ All emails, letters and other communication using the words “juggalo” or “juggalos” received or sent by or sent between any member(s) of the office between November 1, 2010 and December 31, 2010;

+ All emails, letters and other communications using the words "juggalo" or Juggalos" or "Insane Clown Posse" sent by Stephen Nelson between January 1, 2014 and February 14, 2015;

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

However, we are experiencing some technical difficulties with our email servers that have significantly slowed down the process of search archived emails. Dear Mr. Miller,

I am writing in response to your request for the following records under Utah's GRAMA statute (UCA 63G-2-101 et seq.):

+ All emails, letters and other communication using the words "juggalo" or "juggalos" received or sent by or sent between any member(s) of the office between November 1, 2010 and December 31, 2010;
+ All emails, letters and other communications using the words "juggalo" or Juggalos" or "Insane Clown Posse" sent by Stephen Nelson between January 1, 2014 and February 14, 2015;

Attached above is a September 2, 2014 email and two attached files. These are the only records responsive to your request that is subject to disclosure under GRAMA. The email has been redacted to remove Mr. Nelson's personal email address. The attachment named "Car and Weapons" was redacted to remove the licence plate of the vehicle pictured. The email attachment named "Neck Wound" was redacted as an undue invasion of personal privacy.

Other records that were found but are not subject to disclosure under UCA 63G-2-305(10)(d and e), and 206. These records are described as approximately 21 issues of the Salt Lake County Metro Gang Unit Intelligence Bulletin. The Intelligence Bulletin is published by the Unified Police Department of Greater Salt Lake, 3365 South 900 West, Salt Lake City, Utah 84119, (385) 468-9770. Any inquiries about the Metro Gang Unit Intelligence Bulletin should be directed to the UPD.

You have the right to appeal this response within thirty (30) days of receiving this letter by filing an appeal with the Salt Lake County Council in accordance with 2.82.100 of the Salt Lake County Code of Ordinances, and Salt Lake Countywide Policy 2040 (also enclosed). Appeals should be mailed to the Salt Lake County Council at 2001 South State Street, N2200, Salt Lake City, UT 84190.
