Pursuant to the California Public Records Act, I hereby request the following records:

For purposes of this request, the term "protest" means any political protest, demonstration, march, or rally. You may exclude concerts, sporting events, and similar paid ticketed events.

For the time period Oct 1-2020 through 20-Feb-2021:
1. Records sufficient to determine which protests (within San Diego County) that SDPD was tracking, monitoring, or policing during this time period.
2. Records sufficient to determine which social media accounts SDPD was monitoring related to protests during this time period
3. Records sufficient to determine all computer programs and third-party services used to monitor social media for intelligence related to protests during this time period.
4. All social media intelligence reports, operational plans, and any after-action or summary reports related to protests for this time period.
5. All communications (both To and From) between San Diego Police and the organizers of, leaders of, or liaisons for protests or public demonstrations during the time period
This includes emails, phone call logs, text messages, whether from official SDPD devices / accounts or personal devices / accounts used to conduct public business. This also includes in-person meetings and/or notes.
6. All emails, phone call logs, and text messages between SDPD officer Michael R. Wagner and any party or parties outside SDPD during this time period, whether related to protests or not.
7. All Calendar items for SDPD officer Michael R. Wagner for the time period.

In the case of email records, I would like emails in their native digital format if possible.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

I would like to clarify and amend my request as follows:

For Items #5 and #6, please also include communications carried out on SOCIAL MEDIA platforms including Twitter, Facebook, Instagram, whether from SDPD accounts or personal accounts used to conduct public business.

In response to your question about item #5, please include all known organizer groups for the events related to Item #1, plus organizers related to the following groups:

Pursuant to California Government Code section 7922.535, the City needs to consult with others, which may include multiple departments of the City or other entities who have a substantial interest in the subject matter.
