Controller's Office:

NOTE: THE EMAIL ADDRESS SENDING THIS REQUEST IS A PUBLICLY-VIEWABLE MAILBOX. Please be certain you have properly redacted all of your responses. Once you send them to us, there is no going back. All of your responses (including all responsive records) may be instantly and automatically available to the public online via the MuckRock.com FOIA service used to issue this request (though the requester is an anonymous user, not a representative of MuckRock). Nothing herein is legal, IT, or professional advice of any kind. The author disclaims all warranties, express or implied, including but not limited to all warranties of merchantability or fitness. In no event shall the author be liable for any special, direct, indirect, consequential, or any other damages whatsoever. The digital signature, if any, in this email is not an indication of a binding agreement or offer; it merely authenticates the sender. Please do not include any confidential information, as I intend that these communications with the City all be disclosable public records.

Below are new Immediate Disclosure Requests (SF Admin Code 67.25(a)) directed to your agency and its department head.
Your initial response is required by Feb 20, 2020. Rolling records responses are requested (SFAC 67.25(d)) if you are unable to immediately produce records.
Exact copies of every responsive record are requested (Gov Code 6253(b)) - do not: provide mere URLs, print and scan electronic records, convert native files to PDFs, or provide black and white versions of any color record. Provide only copies of records not requiring fees and in-person inspection of all other records (GC 6253).

Your non-exhaustive obligations:
- Provide EXACT pdf copies of all emails with all attachments, urls, images, email addresses, To, From, Bcc, Cc using PDFMaker.
- All withholding of any information must be justified in writing by specific statutory authority (SFAC 67.27).
- All withholdings by masking or deletion (aka redactions) must be keyed by footnote or other clear reference to the specific justification for that redaction, and only the minimal exempt portion of any record may be withheld (SFAC 67.26).
- You must respond to emailed requests (SFAC 67.21(b)).
- You must notify us of whether or not responsive records exist and/or were withheld for each below request (Gov Code 6253(c), 6255(b)).
- You must state the name and title of each person responsible for withholding any information (Gov Code 6253(d)).
- Do not impose any end-user restrictions upon me (Santa Clara Co. vs Superior Ct, 170 Cal.App 4th 1301); so if you use a third-party website to publish records, please make them completely public without any login or sign-in.

Your agency must do all of the above things in your response, and you cannot wait until we file complaints.

****** We have no duty to, and we will not again, remind the City of its obligations. Instead, we will file complaints for every Sunshine Ordinance or CPRA violation. We will continue to file complaints until the City's procedures are modified to fully comply with the Sunshine Ordinance and CPRA, without caveat or exception. ******

From: San Francisco Controller's Office

Dear Anonymous,

Regarding your public records request on 02/27/2021 to the Controller's Office, the information the Controller's Office has centralized in the City's financial system is related to Supplier (Expenditure) Contracts and Voucher/Invoice Payments. You can also find this information 24/7 and do keyword searches at SFOpenBook. For further payment details as well revenue contract/payor information, we respectfully refer you to the contracting/issuing departments, as that information is maintained by them, in decentralized departmental systems.

1. Please provide all transactions for all time where any party (payor or payee) is San Francisco Parks Alliance (under any corporate or similar name) in the same format you previously produced.

* Please see the PDF attached for Supplier (Expenditure) Voucher/Invoice Payments, along with the contracting/purchasing department information for quick reference. This information is available to you and the Public 24/7 on SFOpenBook, using the Supplier Payments Dashboard. If you want information about revenue contracts or when SFPA is a payor to the City, e.g. for license, city building/land rental, use and permit transactions, we need to refer you to the City departments involved, e.g. typically the San Francisco Recreation & Park Department, the Department of Public Works, etc.

2. Please provide ALL documents that may be attached to or referenced by any of the accounting records in #1 including Encumbrance Documents, Voucher Documents, invoices, cancelled checks, payment stubs, and similar.

* Departments are required to enter summary level expenditure contract and payment/invoice information into the centralized City financial system; however, more detailed information is maintained at the departmental level, i.e. decentralized. Please contact the contracting/purchasing department for further details about City department expenditures when SFPA is a payee. Also, if you want information about revenue contracts or when SFPA is a payor to the City, e.g. for license, city building/land rental, use and permit transactions, we will also need to refer you to the City departments directly, e.g. typically the San Francisco Recreation & Park Department, the Department of Public Works, etc.

1. Please provide all transactions for all time where any party (payor or payee) is Build Public Inc or Place Lab (under any corporate or similar name) in the same format you previously produced.

* Our search provided no responsive records for Place Lab or Build Public Inc. Please note the attached PDF for quick reference. Again, the SFOpenBook tools is available 24/7 for you and the Public, for expenditure (City as payor) transactions, using the Supplier Payments Dashboard, as well as for Supplier (Expenditure) Contracts.

4. Please provide ALL documents that may be attached to or referenced by any of the accounting records in #3 including Encumbrance Documents, Voucher Documents, invoices, cancelled checks, payment stubs, and similar.

* In the event we had found responsive records, which we did not in the centralized City financial system, we would still have needed to respectfully refer you to the City department(s) for further details about City department expenditures, when Build Public Inc or Public Lab were a payee, as well as for further expenditure level details, maintained by the contracting/purchasing department, in their decentralized sub-system.

5. Please provide all transactions for all time where any party (payor or payee) is Kristin Lowell Inc. (under any corporate or similar name) in the same format you previously produced.

* No records found for Kristin Lowell Inc, see below for filters.
* [cid:image001.png@01D719A0.4BC36F80]

6. Please provide ALL documents that may be attached to or referenced by any of the accounting records in #5 including Encumbrance Documents, Voucher Documents, invoices, cancelled checks, payment stubs, and similar.

* No response records found in the centralized City financial system no on SFOpenBook. Please also note the above responses for when to contact City departments for information about payors and payees, for information they maintain.
