We request under the San Francisco Sunshine Ordinance (Ordinance) and the California Public Records Act (CPRA):
All communications with or pertaining to Mayor London Breed or the Office of Mayor from May 1, 2022 to June 28, 2022.
Message-Id’s should uniquely identify a particular email on your email servers/services. These may be emails the City sent or received.
We remind you of your obligations to provide electronic records in the original format you hold them in. Therefore, e-mails exported in the .eml or .msg format with all non-exempt headers, metadata, attachments, etc. are best.
However, if you choose to convert emails, for example, to PDF or printed format, to easily redact them, you must ensure that you have preserved the full content of the original email record (as specified in request "A"), which contains many detailed headers beyond the generally used From/To/Subject/Sent/etc. If you instead provide PDFs or printed emails with only a few of the headers or lacking attachments/images, and therefore withhold the other headers/attachments without justification, you may be in violation of SF Admin Code 67.26, 67.27, Govt Code 6253(a),6253.9, and/or 6255, and we may challenge your decision
If our request is denied in whole or in part, we ask that you justify all deletions by reference to specific exemptions of the law. We will also expect you to release all segregable portions of otherwise exempt material. We reserve the right to appeal your decision to withhold any information or deny a waiver of fees.
Though this request is not burdensome, especially from a technical perspective, we request that all records be made available on a rolling basis, rather than all at once when matching records are available.
In the event that there are fees, please provide the estimate of total charges in advance of fulfilling our request. If you determine certain records would require fees, please instead provide the required notice of which of those records are available and non-exempt for inspection in-person if we so choose.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Thank you for your inquiry. On behalf of the Office of the Clerk of the Board, I am confirming receipt of your request for, “All communications with or pertaining to Mayor London Breed or the Office of Mayor from May 1, 2022 to June 28, 2022.”
Please note that the latter part of your request for all communications with or pertaining to the Office of the Mayor (Mayor’s Office) is expansive and may require a significant amount of individual department staff time to review, as the Mayor’s Office includes numerous staff and divisions, including but not limited to, the Mayor’s Office of Public Policy and Finance, Mayor’s Office of Housing and Community Development, Mayor’s Office of Neighborhood Services, Mayor’s Office of Protocol, and Mayor’s Office on Disability who work on various City business and policy matters with various department staff. Furthermore, we seek additional clarification on what may be deemed as matters pertaining to the Mayor’s Office as that criteria is expansive.
While the California Public Records Act and San Francisco Sunshine Ordinance do not require exactitude in requests, your request must be sufficiently clear and defined so that we may understand what records are the subject of your request. Cal. Govt. Code § 6253(b).
In an effort to expediently process your request with minimal potential for delay, we kindly request that you provide additional clarification and/or criteria for the records you seek – such as communications pertaining to a specific subject, legislation, report, issue, or division within the Mayor’s office, communications with specific individuals/staff/offices, etc. – and we will be glad to provide additional assistance.
