Pursuant to the California Public Records Act (California Government Code §§ 6250), I hereby request the following records:
All Department of Public Works policies (and related documentation) involving the clearing of homeless tent encampments, including the confiscation, storage, and disposal of property owned by tent inhabitants.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

We assigned your request as Public Records Request #16-558.
We completed our research, found records that respond to your request, and are making those records available to you. Those records are:
A. Public Works Code, Article 24
B. Public Works Procedure 16.05.05 Homeless Shopping Carts Program
C. An April 9, 2014 Bulletin or Memo from the San Francisco Police Department
The above records respond to your request for all “Public Works policies involving the clearing of homeless tent encampments, including the confiscation, storage, and disposal of property owned by tent inhabitants”. Although these records may not specifically be for “tent encampments”, we are providing these to you as records that would respond to your request. Items A, B, and C are attached for you.
The Public Records Act requires an agency to make available to any person a copy of an “identifiable record or records” in its possession, unless the record is specifically exempt from disclosure. (Please see California Government Code § 6253(b).) The City’s obligation under the Sunshine Ordinance, like the Public Records Act, is to produce public records in its custody. (See San Francisco Administration Code § 67.20(b).) There is no requirement that a department or officer construct a document to meet the specifications of the request.
