Emails mentioning SFUSD's policies and procedures regarding the covid pandemic, particularly their impact on the health and safety of students and school staff, are certainly a matter of public interest.
A similar request to the Riverside Unified School District was recently fulfilled even without redactions, as you can see here: https://www.muckrock.com/foi/riverside-395/emails-relevant-to-rusds-safe-return-to-school-117353/
Gathering these documents involves searching a computer database for keywords and phrases. Such a task wasn't a burden on the taxpayers of Riverside, apparently, so it's reasonable to expect SFUSD to produce these public records with minimal cost.
