I request an electronic copy of your property tax roll, like the one found at https://data.sfgov.org, but with the names of property owners included with the data.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

What is the justification for the $350 fee? The California Public Records Act explicitly states that only the "direct costs of duplication" can be charged in Cal. Gov’t Code § 6253(b). Does it cost $350 to copy the data to a CD?

I have received similar files from other county agencies here in California for significantly less. In recent weeks I received a response to an identical request with the Santa Barbara Assessor via electronic transmission, rather than via CD, for only a few dollars. If electronic transmission of your response, which would not require a CD to be created, can help reduce the costs I would welcome the opportunity here.

Here is the exact language of the law.

“(b) Except with respect to public records exempt from disclosure by express provisions of law, each state or local agency, upon a request for a copy of records that reasonably describes an identifiable record or records, shall make the records promptly available to any person upon payment of fees covering direct costs of duplication, or a statutory fee if applicable. Upon request, an exact copy shall be provided unless impracticable to do so.”

Thank you for your e-mail and I hope you find my response helpful. Unfortunately, this is the cost to produce our up-to-minute data from the current working Assessor Secured Property Tax Roll. If you are requesting older data (i.e. 2017-2018 data – covers 7-1-2017 to 6-30-2018), the total cost of production will be $5. I hope this helps, but if you have any follow up questions or need any additional assistance please let me know. Thank you.
