Pursuant to the California Public Records Act, I hereby request the following records:
All documents created from January 2020 to the date this request is processed related to the agency's use of surveillance cameras in MUNI busses, trains, stations, and street stops.
Please search specifically for the below document categories, and respond to each of the categories and items:
1) Acquisition documents:
i) requests for proposals (RFPs), proposals/quotes submitted by vendors, contracts, leases, budget requests, project/equipment budgets, cost allocations or reimbursements for the purchase of camera equipment;
ii) Grant applications and award letters for camera equipment purchases;
iii) Insurance contracts for all camera equipment;
iv) Communications (including electronic communications) between the agency head or agency quartermaster (or individual responsible for equipment purchases and maintenance) and camera vendors, manufacturers or retailers;
v) Communications (including electronic communications) between the agency head and agency quartermaster (or individual responsible for equipment purchases and maintenance) regarding acquisition, lease or use of camera equipment;
vi) Communications (including electronic communications) between the agency head and the governor, mayor and city/town manager regarding the acquisition of cameras;
vii) Contracts for services related to cameras, such as data storage, data analysis, image storage, image analysis, video storage, video analysis, operation, maintenance;
2) Equipment logs:
i) Inventories/logs/lists/databases of all cameras owned, leased or operated by or for the agency;
ii) Maintenance logs for all cameras owned, leased or otherwise operated by or for the agency;
3) Policy documents:
i) Policies, guidelines, protocols, manuals and/or instructions on the use/operation of cameras and usage of data, images and video obtained from cameras;
ii) Communications from the agency head, quartermaster (or individual responsible for overseeing equipment purchases and maintenance) on approved uses for cameras;
iii) Memorandums of understanding (MOUs), memorandums of agreement (MOAs) or any other agreements or contracts with other government agencies, private corporations, organizations or individuals to share camera equipment, data, images or video or to operate cameras on behalf of the agency;
4) Training documents:
i) Curriculum used to train camera operators and observers;
ii) Training log for all camera operators and observers;
iii) Certifications of training completion for all camera operators and observers;
iv) Contracts, purchase orders, budget requests or reimbursement orders for training sessions for all camera operators and observers;
5) Usage documents:
i) Reprimands relating to cameras, including misuse of equipment and failure to properly maintain equipment.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Please be advised we are hereby invoking an extension of an additional 14 calendar days from March 10, 2025, to respond to your request.
Under the California Public Records Act and the San Francisco Sunshine Ordinance, the deadline can be extended for an additional fourteen days due to "the need to search for and collect the requested records from field facilities or other establishments that are separate from the office processing the request," "the need to search for, collect, and appropriately examine a voluminous amount of separate and distinct records that are demanded in a single request," and "the need for consultation, which shall be conducted with all practicable speed, with another agency having substantial interest in the determination of the request or among two or more components of the agency having substantial subject matter interest therein." Cal. Gov't Code §7922.535(b), formerly §6253(c)(1), (2), and (3). The SFMTA is invoking the extension on these grounds because staff must (1) collect and examine a voluminous amount of material, and (2) consult with another City agency having substantial subject matter interest in the request. We will endeavor to respond to your request as soon as possible, but not later than March 24.
