Pursuant to the California Public Records Act, I hereby request the following records:

According to reports, the passing of SF Prop E in March 2024 led to the initial purchase of six drones as part of an SFPD program launched in May 2024:

Therefore, I hereby request the following records:

1) Any documents (including but not limited to PDF, word processing, excel, and slide documents) and digital communications (including but not limited to emails and text messages) related to the purchases of Skydio or DJI drones for use by SFPD from Axon, Skydio, DJI, or any other reseller. This includes the purchases of drones, any hardware required to operate the drones (including flight decks, radios, power installations, batteries, spotlights, speakers, microphones), any software required to operate the drones (including software licenses), and warranties, maintenance contracts, support contracts, and professional services (including training). This includes Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, presentation materials, quotes, contracts, Master Service Agreements, amendments to agreements, warranties, liability waivers, insurance agreements, standard operating procedures, usage policies, and non-disclosure agreements.

2) Any digital communications (including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention “Axon Air”, “Skydio”, “Skydio X10”, “X10”, “DJI”, “DJI Mavic 3”, and “DJI Matrice 30T”. This includes communications with Axon, Skydio, DJI, or any other external entities that may have been consulted. Please include all attachments.

3) Any documents (including but not limited to PDF, word processing, excel, and slide documents) related to budget planning, actuals, and estimates for code 22866 “Technology pilot” for the Police Department in the city’s adopted FY2025 budget, for fiscal years 2024-25 and 2025-26.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
