To Whom It May Concern:
Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)), I hereby request the following records:
All the pet licensing data, including breed, owner address, and animal names for Santa Barbara.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.
Sincerely,
Joseph Page II

Dear MuckRock:
This letter is in response to your email Public Records Act request of the City of Santa Barbara dated October 1, 2012. The City has no releasable records which fall within the scope of your request. All records maintained by the City concerning pet owners and pet licenses are covered by the provisions of Government Code Section 6254 subparagraph (k) and, as a result, are not records available to the public.

Muckrock:
There is no need for follow-up and please stop sending the City emails about this. Please review the email you received from me on December 4th - the records you are requesting are not considered public records and there is nothing to release to you.
