I am requesting all files related to a denied request(s) for matriculation made by a student of Santa Monica Community college.

The student is named ;

Marley Nesta St. John , SMC student ID # 878745 , D.O.B. 07/25/1981

Please provide all related files . Please include an explanation as to why Mr. St. John was originally told by the Matriculation counselor at the time of his in person meeting at the college in the counseling department that every requirement was satisfied, yet subsequently was told that he had not and was unable to receive his degrees and vocational certificate im photography .

This request is denied under the California Public Records Act. You seek
records that are protected by federal law (FERPA) and therefore exempt under
the California Public Records Act (Gov’t Code § 7927.705). As student
records, we can provide them to you upon receiving a signed and dated FERPA
authorization specifically identifying the student records that you seek.
Once we gather the records, we will provide you with the costs to obtain
them.

August 29, 2024 Request

You have previously been provided with police and discipline records. There
are no additional records.

In connection with your request for your emails, we will conduct a search
for them upon receiving a signed and dated FERPA authorization specifically

I would be happy to submit the forms you say are required. To avoid any further delays and misunderstandings can you please direct me to the exact forms that you say I must fill out and submit ? As I am unfamiliar with them or how I might be able to utilize them properly.
