Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Any emails from SPU that mention the "American Recovery and Reinvestment Act", the "stimulus package", the "massive stimulus package" and the Ballard Rain Garden project.

I am specifically requesting any emails from February 2009 to April 2013 that mention the spending of stimulus money funds on rain garden projects in the Ballard neighborhood.

Even more specifically, I would like to know any emails that mention the use of the ARAR funds for the project that was installed, and then subsequently removed at taxpayer expense:

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We have compiled a 446-page stack of e-mails that are responsive to your request, as well as 151 e-mails in electronic format that we are still reviewing. The copy cost charge for photocopying the stack is approximately $33 plus shipping. Please let us know if you would like us to proceed with the copying and I will send you an invoice. You also have the option to inspect the documents at our office but I realize that you are based in the East Coast so this may not be feasible.
