From: Rose Terse

Hello "Information Technology Department",

In the exemption log you provided, I see that email addresses have been blanket redacted citing RCW 42.56.230. The code provided was (7c), which prevents the release of records pertaining to "a vehicle license plate, driver's license, or identicard issued under RCW 46.08.066 that, alone or in combination with any other records, may reveal the identity of an individual, or reveal that an individual is or was, performing an undercover or covert law enforcement, confidential public health work, public assistance fraud, or child support investigative activity." Since the column is labelled "Email" not license plates, I do not see how this exemption applies.

I have previously received records from your office containing unredacted email addresses of citizens who have contacted your office: in form letters from community members in C165152-122723 and in correspondence with vendor representatives in C167172-011424 as two examples. With this in mind, I question this sudden change in disposition regarding releasing email addresses.

I request that you release this record unredacted or provide an amended exemption log with an appropriate exemption code.

Thank you,
Rose

After a full review of the document, we have agreed to release to you the full unredacted copy of the record. However, Washington law prohibits the City of Seattle from providing access to lists of individuals when such lists are requested for commercial purposes.
