Multi Request Policies regarding use of a k-9 during a traffic stop.

From: Concerned Citizen

To Whom It May Concern:

Pursuant to the Arizona Public Records Law, I hereby request the following records:

I am requesting the Sierra Vista Police departments and Cochise County Sheriffs Office policies on the use of a k-9 dog in a traffic stop.

I would like to know what circumstances give the officer probable cause to walk the k-9 around a vehicle that has been stopped for a minor traffic stop infraction.

I would also like records on how many certified k-9’s the department has in use on the force as of 1-1-2019 to 4-25-2019. Also requesting documents pertaining to each k-9’s certification, and records indicating their training.

Would also like documents/records/info on what each k-9’s “action” or “sign” indicates a positive hit.

Another concern I have is I’d like to know if the k-9 that was used by officer mike Mitchell is still being used by the department.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.

Sincerely,

Concerned Citizen

To Whom It May Concern:

Pursuant to the Arizona Public Records Law, I hereby request the following records:

I am requesting the Sierra Vista Police departments and Cochise County Sheriffs Office policies on the use of a k-9 dog in a traffic stop: Please see attached document entitled SVPD Policies. Please contact the Cochise County Sheriff's Office to obtain their policies.

I would like to know what circumstances give the officer probable cause to walk the k-9 around a vehicle that has been stopped for a minor traffic stop infraction. Our officers utilize Arizona Revised Statute to determine probable cause.

I would also like records on how many certified k-9's the department has in use on the force as of 1-1-2019 to 4-25-2019. Also requesting documents pertaining to each k-9's certification, and records indicating their training. The Sierra Vista Police Department has two K-9 Officers, Izzy and Bones. Both were on the force during the time specified.

Would also like documents/records/info on what each k-9's "action" or "sign" indicates a positive hit. No such documents exist.

Another concern I have is I'd like to know if the k-9 that was used by officer mike Mitchell is still being used by the department. K-9 Officer Bones was assigned to Officer Mike Mitchell
