To Whom It May Concern:

Pursuant to the Vermont Public Records Act, I am requesting emails regarding South Burlington's relationship with Propy, a California-based real estate and "blockchain" startup.

Specifically, I am requesting all emails sent to, from, or between South Burlington employees or officials in 2017 or 2018, containing any of the following keywords (please make sure to search both the subject field as well as the emails themselves):
Propy
propy.com
blockchain
block chain
Natalia
Karayaneva
Ethereum
ether

Additionally, I am requesting all email correspondence between Propy and South Burlington in 2017 or 2018. Specifically, I am requesting all emails containing "@propy.com" in any of the following fields:
To
From
Cc
Bcc

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I understand this request may take some time to process. In that case, I would be appreciative of a timely acknowledgement, so that I know the city clerk's office has received this request and is working on fulfilling it.

Sincerely,
Brian Waters,
Burlington, Vermont

From: City Clerk's Office

I have received your request and will forward it to our IT department to fulfill, although there has been little correspondence with the firm of Propy.

Dear Mr. Waters,

I am in receipt of your Vermont Public Records Act (PRA) request dated 8/6/18 received via e-mail. Pursuant to 1 V.S.A § 316(c), I estimate searching and retrieving the requested documents from the City's servers to take up to 4 hours, incurring an estimated $119.70 in IT staff time. As requested, please let us know whether you wish for me to move forward with this request and incur the estimated costs.

Thank you,

Hi Donna, sorry for the delayed response.

I wonder if we could save some time and money by reducing the search scope. Can you send me an estimate of fees if we removed the "blockchain," "block chain," "Ethereum," and "ether" keywords?

I'm happy to be in touch w/ the city IT department directly about this; please let me know a good contact address for them if you think that's best.

Thanks,
Brian Waters

Good afternoonBrian. I am forwarding your request to our city attorney for review and consideration. I am at the polls all day today and can’t research what the cost will be.

I will get their answer to you ASAP.

Hi Brian - Donna went from in the thick of running our elections to on vacation starting today. She's asked me to respond to your request on her behalf. According to our IT department, the time taken would not significantly be reduced by narrowing the number of search terms because the amount of data in our system is significant, particular for the search term "ether". Are there specific individuals in the city you are seeking records from? That might decrease the time needed. Otherwise, the quoted estimated costs remains the same. Feel free to give me a call at the number below if you would like to speak further.

Hi Andrew, just a point of clarification -

You mentioned there were a significant number of results for the search term "ether," but you also said that narrowing the search terms wouldn't reduce the amount of time taken.

If we removed "ether", wouldn't the greatly reduced number of results also reduce the time taken for review, copying, etc?

Thanks,
Brian

PS I'll be away on vacation next week so please take your time.

From: City Clerk's Office

Hi Brian – You are absolutely correct that removing that term may reduce the total amount of files that a search of the city’s servers would reveal. My comment was related to the narrowing that you had done in your follow up request and that had not reduced the total amount. Feel free to call to discuss when you can. It looks like I may have missed a call from you end of week last week.
