The search for records should include sent and received emails and any other electronic records including, but not limited to, scheduling and calendar records, text messages, and messages on messaging platforms, such as Slack, GChat or Google Hangouts, iMessage, WhatsApp, Signal, Telegram, Skype, Twitter direct messages, Facebook Messenger, or Parler. The search for email records should also include any email accounts used to conduct official business, including personal email addresses such as a "gmail" or "yahoo" account.
Please include any attachments to those records and other materials enclosed with those records at the time they were transmitted. For instance, for an email that is responsive to our request, please include all prior messages sent or received in that email chain, as well as any attachments to the email.
The search for records may be limited to records created, sent or received between January 1st, 2024 through to the date of your final response.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes. In the event that there are fees, please notify me of the total charges in advance of fulfilling my request. I would prefer the request be filled electronically by email attachment if available, or CD-ROM if not.

Thank you for reaching out to the South Carolina Secretary of State's Office. On July 29, 2024, our office received your Freedom of Information Act request. At this time, we anticipate that the fee for the staff time for the search, retrieval, and redaction (if needed) of the records you have requested will be $131.09. Pursuant to S.C. Code Section 30-4-30(B), our office will require a 25% deposit of this amount prior to searching for the records you have requested. If you would like to proceed with your request, please remit a check or money order in the amount of $32.77 to my attention at the following address: SC Secretary of State's Office, 1205 Pendleton Street, Suite 525, Columbia, SC 29201. Once the search, retrieval, and redaction of the records are complete, I will notify you of the final cost for producing the records.
Also, please note that in South Carolina, the Secretary of State's Office does not conduct elections or register voters. That duty falls under the South Carolina State Election Commission (please see the State Election Commission's website at https://scvotes.gov/). Our office does convene the meeting of the Electoral College every four years. Since your request appears to be elections related, I wanted to make sure you were aware of the scope of our agency's statutory responsibility with respect to this area.

Thank you for your patience on this matter. Our IT Division has completed the search and retrieval of the records you requested. There are 33 records that contain the keywords provided in your request that were sent to or from Secretary of State Mark Hammond and/or Deputy Secretary of State & Chief Legal Counsel Melissa Dunlap. Please note that we did not include records that contain the abbreviation "EIN" for which the abbreviation referred to the term "Employer Identification Number" instead of "Election Integrity Network." However, if you would like these records included, please let me know. Also, please note that we do not have any relevant records that were sent to or form Governor Henry McMaster or his direct reports. For these records, you may want to contact his office directly.
The total fee for the search and retrieval of the records was $97.32. Since you remitted a deposit in the amount of $32.77, the remaining balance is $64.55.
