Regarding Lt. Daniel Waters #582's Signal app on his city-owned Android device, I am requesting:
1. For every conversation in the app, including archived and deleted conversations, please provide:
1a. The title, avatar, description, and retention period set for the chat.
1b. All members of the chat.
1c. All messages, images, and files sent and received in the chat, sufficient to discern sender’s name and avatar, time received, and message content, as well as events including but not limited to entering and leaving chat, changing retention time, etc.
2. All contacts in the app. This can be found by clicking the “New Message” icon.
3. The name, avatar, and username set for himself. This can be found by clicking the profile icon.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Our procedure is to locate records, review them for exemptions, and then prepare them for your inspection and/or copying. The undersigned will be coordinating with other City departments in the collection and production of responsive records.
Your request has been forwarded to staff in the Spokane Police Department for review and compiling of any responsive records. We anticipate an installment may be available in approximately 30 days, or on or about August 19, 2024. We will follow up with you on or about that date regarding the status of your request. If public records become available in advance of this estimate, we will let you know. Conversely, if City staff encounters a need to extend our estimate, we will advise accordingly.

Good morning:
This is a follow up to my previous correspondence to you regarding your public records requests assigned tracking numbers P006663-070324, P006664-070324, and P006665-070324. This is to also acknowledge your email received in the Spokane City Clerk's Office on August 20, 2024, inquiring as to the status of the requests.
Due to other workload and recent and upcoming absences in both the City Clerk's Office and the Spokane Police Department, we were unable to provide installments for the requests by the August 19 date previously cited, and additional time is needed for the requests.
We anticipate installments will be available in approximately 35 days, or on or about September 25, 2024, and we will follow up with you accordingly. If responsive records become available in advance of this date, we will let you know. Likewise, if more time is required, we will advise as such.

I regret that due to other workload and staff schedules and absences, I was unable to follow up with you by the September 25 date previously cited. In addition, I was out of the office for most of October due to an unexpected medical matter.

Good afternoon:
This is a follow up to my December 24, 2024, correspondence to you regarding your public records request assigned tracking number P006665-070324. Staff from the Spokane Police Department have advised that subsequent to a search by the SPD's Technical Assistance Response Unit (TARU), no responsive records were located.
The City fulfilled your Public Records Request, tracked via reference number P006665-070324, and your request is now closed. City Clerk staff processed your request by sending it to department(s) identified by you as the requestor and/or City staff as potentially possessing responsive records. Records searches of departmental files were conducted to identify responsive records. No responsive records were found.
Now that your request is closed, the Public Records Act’s one-year statute of limitations to seek judicial review has started to run because the agency does not intend to further address the request.
If you have any questions about this request, please contact City Clerk’s Office within 10 business days of the date of this message. See WAC 44-14-04006(1); Cousins v. State, No. 101769-3, 2024 WL 1562882 (Wash. Apr. 11, 2024).
