A portion of your request states:  "any WACS or RCW's related to the useage of the starchase."  This portion of your request appears to be requesting City staff to perform research on your behalf.  Unfortunately, City staff does not have the time or resources to perform research on behalf of requestors. We note the the first two items above do not include a time frame.  In order to proceed with working with our City's ITS Department on a preliminary email search, we plan to utilize the time frame of July 1, 2019 to present  (the date your request was submitted - July 20, 2020) for these portions of your request.  If you would like us to utilize a different time frame for the first two bulleted items, please advise and clarify as soon as possible as what modified time frame you would like us to utilize.
When you state "communications," what communications do you mean or are you seeking other than email?  If you have specific knowledge of any communications outside of email that would be responsive to your request, please advise and clarify as to what those specific identifiable public records may be, including the names of any individuals in the City who may hold such records, and we will be glad to look into this portion of your request further.
Your request has been forwarded to staff in the City's Police Department for review and compiling of any responsive records.  In addition, as noted above, we are in the process of working with the City's ITS Department on a preliminary email search.  Any returned hits from the email search will need to be reviewed for responsiveness to your request and for any exempt information.

Regarding the records that include discussions of the secretive status of STARCHASE, i would like that from the beginning of when it was purchased? The same with communications regarding the misuse or collateral damage from using the STARCHASE-- my hope is that these would not be voluminous but stranger things have happened? I believe the STARCHASE was purchased sometime between 2010 and 2016-- and is being used at present. Misuse and collateral damage would also include any lawsuits or settlements made involving the STARCHASE. The policies involving the Starchase-- not only the ones in the police handbook but the exemptions and other known policies used especially by the PACT Team with the STARCHASE.

Communications/emails etc. regarding Starchase etc.-- meaning maybe the PACT team gets special info on notices, bulletins, memos and not just emails-- trainings discussing misuse and exemptions from policy usage.
